Business continuity software for banks

For BCM, IT disaster recovery and audit teams at banks in Saudi Arabia and the GCC. Keep the BIA, plans, DR tests, incidents and SAMA notifications in one dataset, so the evidence an examiner samples is already linked together.

Saudi Arabia

SAMA BCM Framework

  • Applies to all banks operating in Saudi Arabia, their banking subsidiaries and subsidiaries of foreign banks in the Kingdom
  • 13 requirement areas, from governance to assurance, including a dedicated IT disaster recovery plan and crisis management plan
  • A board-mandated BCM committee that meets at least quarterly

NCA ECC-2:2024

  • Subdomain 3-1 covers the cybersecurity resilience aspects of business continuity
  • Covers continuity of cybersecurity systems, response plans for cyber incidents and disaster recovery plans, reviewed periodically

United Arab Emirates

CBUAE Operational Risk Management Regulation

  • In force since 14 September 2026 for every Licensed Financial Institution
  • Critical Operations mapped to the people, technology, data, facilities and third parties behind them
  • BC and DR plans tested at least annually; plan-triggering events notified within 4 hours

Where bank programmes break

The gaps examiners find, and how BCMStack closes them

Plans approved, never tested

An annual test programme shows which of its five coverage themes (IT system loss, cyber, critical vendor, staff and workspace) this year's tests have covered and which they have not. Each test links to the plans it tested, records observations, and raises improvement actions with an owner and an end date.

BIAs that went stale

BIAs are records with owners, approval and review dates, not documents. The MTPD is derived from the impact-over-time matrix, and a consistency check flags an RTO that no longer fits inside it.

DR tests with no numbers

DR tests capture the mode (failover, failback, backup restore and others), target and achieved RTO and RPO, the data-integrity result and whether failback completed.

A notification deadline tracked in someone's inbox

Classifying an incident as medium or high starts a SAMA notification clock with a due time. The notification moves from draft through approval to submission, with the reference number, and the incident cannot close while one is outstanding.

Who uses it in a bank

  • The BCM function runs the programme: BIAs, plans, the test programme and reporting.
  • Department heads own their processes and plans, and see only their own department’s records.
  • IT disaster recovery records DR tests with achieved recovery times against target.
  • Internal audit gets read-only access to everything, plus the audit log.

What it does not do yet

  • Staff acknowledgement of policies isn't tracked yet. Training records are completions you record or import; BCMStack is not an e-learning system.
  • Call trees deliver by email today. SMS and voice are not live.
  • Hosting is in the EU by default. In-region hosting in Saudi Arabia or the UAE is not available.
  • Notification clocks are built for SAMA. The CBUAE's 4, 24 and 72-hour steps are not tracked as their own clock yet.
  • BCMStack is a business continuity platform. It does not replace your cybersecurity controls, core banking DR tooling or a full GRC suite.
FAQ

Questions banks ask us

Does the SAMA BCM Framework apply to every bank in Saudi Arabia?

Yes. Section 1.4 of the framework lists all banks operating in Saudi Arabia, the banking subsidiaries of Saudi banks and the subsidiaries of foreign banks in the Kingdom, alongside other SAMA member organisations. A May 2022 circular extended it to insurers and reinsurers.

What does business continuity software need to do for a bank?

Hold the BIA, plans, tests and incidents in one dataset, so that a test references the plan it tested, an improvement action traces to the test that raised it, and an incident shows the regulator notification it triggered. That linkage is what an examiner or internal auditor samples. It also needs IT disaster recovery tests with measured recovery times, not just tabletop records.

Does BCMStack track SAMA incident notification deadlines?

Yes. Classifying an incident as medium or high starts a notification clock with a configurable due time, and the notification goes through draft, approval and submission with its reference number recorded. An incident cannot be closed while its notification is unsubmitted.

Can UAE banks use BCMStack for the CBUAE regulation?

For the BIA, plans, testing and incident register, yes. The CBUAE's own notification steps (4 hours, 24 hours, return to normal, and 72 hours for high-risk incidents) are not yet a separate clock in the product, so track them explicitly until that ships.

Can internal audit or an examiner get access?

Yes. The auditor role can view every module and run reports without being able to change plans, BIAs or tests, and every change made by other users is recorded in the audit log.

Where is a bank's data hosted?

Each customer's data sits in its own database schema. Hosting is in the EU by default; in-region hosting in Saudi Arabia or the UAE is not available today. If residency is a contractual or regulatory requirement for you, raise it with us before you sign.
